Franklin D. Roosevelt served as Assistant Secretary of the Navy under President Woodrow Wilson during World War I, and had a sustained interest in military aviation which affected funding in the 1930s and the preparations for WW II.
In the early aero period, he had a role as an organizer of the Pan-American Aeronautic Federation events starting at least as early as 1916.
