Henry Boinet was an aero-inventor generally located in Paris.[1]

Some of the data around his patents are as yet difficult to interpret. He is listed at Patent DE-1893-74293 as coauthor with Louis-Étienne Roze. Elsewhere he is connected with the "Roze" or "Rozé'sche" airship company. His company, "Henry Boinet & Cie." (aka "Henry Boinet & Co.") is also listed in a "commandit" relationship with the former.

One source describes him as a civil engineer at no 12, rue Lafayette, Paris.[2] (He might be a patent agent or transactor of patents.)

But even in archives.inpi.org we cannot find the real underlying French patent here.
