Département Moselle is situated within what is presently région française Grand Est.[1] Having this "inside" Lorrain, and entering Lorraine after "FR", has to do with this territory changing hands between France and Germany.
Moselle-est, in particular, not quite an administratively formal designation, has to do with historical matters of Lorraine.[2] German nomenclature, such as the particular "Lemberg" mentioned below factors into this.
