LTA vessel (clam shaped balloon) with upward and horizontal propulsion (some apparent glomming onto the 'airplane' trend); metal frame; horizontal flapping/oscillating rudder?: "These worms and worm gears are so arranged that they impart lateral oscillatory movement to the rudder blades and hold [them] parallel"; if balloon punctures it will act in its deflated form as a parachute.
