Russell Ruffus Waterman was an aero inventor, focused on steerable dirigibles, in or near Pasadena and San Diego. He was probably a founder of a company called San Diego Aerial Navigation, and perhaps its only employee. He assigned at least one patent to this company, in 1914. The company was gone by 1918 it seems.
Conceivably this refers to the same fellow, although Ruffus is spelled differently than on the patents: [1]
