Patent BE-1914-263947

This puts the emphasis on wind-based propulsion. The invention is specifically aero-applicable, and marine-applicable, and land-applicable. It is pointedly non-submarine applicable. Some side interest in this connexion is that we elsewhere have aircraft which are pointedly analogous to submarine vehicles in terms of vertical and horizontal operation. This patent is almost definitely an elaboration on the sail principle. It may be LTA, but that is not definite.
